This is really cool. :3 Kinda reminds me of Plucky from Tiny Toon Adventures.
I barely remember that cartoon apart from Elmyra. "I'M GONNA HUG YOU AND MAKE YOU ALL CUDDLY-WUDDLY! <3" XD
